It has a stretchy underlayer making it quite comfortable when you put it on and availability to stretch up in size. I have posted the min and max measurements. Keep in mind it could be worn on smaller sizes and would drape or hang as opposed to clinging. The fringe is all fantastic and so fun! Silky to the touch.
