Flirty little shirt with three layers of ruffles

She’s an interesting one that’s for sure. She’s at that weird length that you think she’s a dress. When worn as one she’s too short. As a shirt she looks fine. I just don’t know what to wear her with. She has three layers of ruffles which is two too many but hey, she cute. She could be cut and made into a cute crop possibly.
