Flowy Polka Dot Elastic Waist Peplum Top

Fun, Silky blouse...not sheer...can be worn on or off the shoulder (I wore it on). Elastic around the collar waist and sleeves makes it super-comfy. This style is flattering on me, but I went crazy one day, and bought about 20! Ha! Have to pare down...I am keeping a bunch, but have more (not yet listed).
