Forever 21 Floral Maxi Dress

Beautiful floral print maxi dress, it features a high neck line with 2 cut outs, one in the front and one in the back. It ties around the neck, has 2 slits in each side of leg and has a chiffon like overlay. There is shorter black slip underneath and length is for a 5'1" woman and can be worn with sandals. Never been worn before and has tags.
