Forever 21 Fringed Tulip Skirt

This skirt is vintage Forever 21. I have never worn it. It has full fringe all around the edge of the skirt, even up in the tulip fold. The material has shape but still floaty. Perfect for a spicy little top to match with it. Total length of skirt with the bottom fringe is 32 “ Waist seam to seam is 15”
