Forever 21 Navy Blue Long Sleeve Tulip Dress

NWT. Too short for me unfortunately, probably because it's also slightly too small so doesn't lay as intended. Sleeves cinch at the wrist (see pic) and waist also cinches, both with elastic. Fabric is stretchy-ish. Lmk if you have any questions
