Forever 21 blue formal dress

The blue is so pretty and you can't see it well in the picture but the fabric has a slight shimmer to it, not enough to be flashy, just enough to catch the light and give you a little glow. The bow in the back is attached at the waist but comes untied so you can adjust it however tight you'd like, and it has a zipper back, adjustable straps and some padding in the bust. It's 29 inches long.
