Formal Black and White Pencil Dress

Formal pencil dress with rigid bottom. There is a spandex elastic when the black comes in for the full pencil skirt, which saves the dress from riding up in anyway. The top is more of a flowy-polyester feel and all around makes for a very sturdy dress. I am 5’1, wide-hipped, and this dress falls about an inch and a half above my knee.
