Would this fit 5”1 and are straps adjustable?

@tayanders1 Hi! I’m 5’3” and it reaches my ankles. The straps are not adjustable and on the longer side but could easily be shortened to bring length of the dress up. Hemming would be tricky without damaging the embroidery!
