Frill Hem GAP Shorts

Two frilly hem shorts from GAP. One tan/khaki and the other purple/lavender. No sizes or interior labels. I’m not ever sure if these are PJ pants or every day shorts. But they are in good condition with no stains or damage that I see. Measurements lying flat: Waist 8 in no stretch and 15.5 fully stretched. 8-9 inches from waist to hem (9 if you count the frilly bit) and about 14 inches across at the hips. I think they might be for a small adult but could also be for a kid. I have no clue. Putting as girls size 7/8 for now.
