Is it stretchy? What is the flat waist measurement unstretched and the length?

Hi kwoodp! It is not a stretchy material, and it falls below my knees (I'm 5'3"). The belt can be used to tighten if you want to wear it a bit higher up your waist. I'll get you the measurements in a few min :)
