Gillian vintage dress with pearl collar

This dress is a find! Has shoulder pads and the beautiful pleat detail in the front. Has weird white paint part on the front (see detail shot). Wont come off with a wipe so maybe with a dry clean. I think this dress is a little small, I usually wear an 8 but I can barely fit this over my butt so I'd say it's not for the voluptuous.
