Since its founding, the Supreme Court’s justices were all male until 1981 when Reagan fulfilled his campaign promise to put a woman on the Court, which he did with the appointment of Sandra Day O'Connor. Concerning this imbalance, Ruth B.Ginsberg said, “When I'm sometimes asked 'When will there be enough [women on the Court]?' and I say 'When there are nine,' people are shocked.
