Girls Flower girl dress Size 4 but runs small - 2 or 3

Beautiful ivory flower girl dress with peacock blue/green sash. Sash color could be changed with a little sewing. Dessy collection is a Nordstrom brand, very nice quality. We bought 2 dresses but could only use one of them because of the sizing. The dress measures 23.5 inches waist to hem, and measures 10 inches across flat at the waist. Based on the Dessy website, it measures between a size 2 and 3.
