It's fulling lined in a silky green underskirt so though the top skirt is translucent, the underskirt makes it opaque. The waistband elastic measures at 9" unstretched and up to 12" stretched. The tag size is missing, but this can be worn at different ages from maxi skirt to knee-length. The skirt is full with lots of airy fabric so great to dance and spin in and of course for dress-up and tea parties. You can add a white top for any event and then use as a costume for dress up.
