Girl's swirly summer skirt

Material feels like cotton. Waist about 60 cm around. Elastic waistband stretches from 10 inches flat to 13 inches flat. This is a hand-me-down skirt too small for my girls. I don't know original price. Possibly some wear from washing but I don't see any flaws. Tag says "Palmetto's" and Size Medium.
