Girls top

Orange with knit detailed neck line. I'm not for sure if it's supposed to be a loose flowy top or a short sun dress. I'm leaning more towards top because it's only 29 inches in length from shoulder seam to the very bottom and that's at the side which is a little longer than the front or back
