hi, are there any issues or flaws with this skirt? what type of condition? also what is the length and the waist laying flat?

@bubbles0410 hi, there are no issues or flaws. Looks brand new. No rips and no staines. The waist is about 13-13.5 inches and the length is about 16in. The waist band does stretch a little when you put it on.
