@wrforrest hi! It is metal (it feels heavy in my hand so definitely not plastic). And does look like enamel finish as you guessed. I bought it from a local thrift store so unfortunately I can’t tell you anymore than that :(
The metal isn’t stamped or anything, so I don’t think it has value and is likely only gold-toned
