Does it have sleeves? Is it a true 28?

It has slouchy sleeves that go over your upper arm. I wear a 22 and it was big on me when I tried it on. I was going to have it taken in before the wedding around the bust. The rest of it is flowy. I think revelry runs smaller than store brands. Maybe more like 24 or 26.
