Green regal patterned skirt

Regal patterned skirt. Gold and green. Vintage. Stretchy. Brand is Zenobia. Tag is super faded but I believe it says it's marked a size 3XL in women's. 58% rayon, 38% polyester and 4% spandex material. Has a side slit on each side. Please look at measurements to see what kind of rise this would be on you. Could fit high waisted or low rise depending on where the waist measurement hits you! Flaw: undone stitching throughout top of garter waist (example shown on 3rd photo) This skirt is super cute and can be worn from warmer seasons to fall. I can imagine it worn with a pretty white or black blouse and sandals or even a basic grunged up band tee and some stomping boots. Measures 19 inches at the waist (38 inches in total and it also does stretch to be bigger), hips are 23 inches (46 inches in total) and it is 25 inches long. Please compare measurements to your own to make sure it fits.
