Green with floral design 3/4 sleeves top 2XL

This looks so romantic with vintage style floral. It doesn't have any tags except the size 2XL so it is probably boutique? I think it would look good dressed up with a nice skirt or pants.It is shiny but I don't know what the fabric is. It is in excellent condition and could be new but I don't know. The armpit to armpit measurement is 23 1/2 inches, the sleeves are 18 inches long and the length is 26 inches.
