Guess NWT awesome unique tiered blue pleated dress

*The dress has three tiers and colors are blue with pink and white inside the pleats. This is a very uniquely styled dress. It has tie shoulder straps and a V-neck. It is dry clean only. It has a lot of swing and movement to it. It is NWT but no original price tag. In new condition. Measures 12 inches under arms. Length from the center of the neck is 26 inches. False about 3 inches above the knee on a person 5‘6“ tall.
