Guess boot cut or flare dark wash jeans. Tag says size 28 waist more like 26

Guess dark wash boot cut or flare jeans. Size 28 waist but fits tight in the thighs so more like a 26 inch waist. Says 16 inches wide across the waist of jeans. Inseam is 33 and 1/2. Thigh area across is 8 and 1/2 with not much stretch. Pockets in front and back as shown. Bought these brand new and took tags off them but never got to wear them. If need more measurements let me know.
