belleplaid @dlb82 It's a juniors medium, so it runs a bit smaller. I flat measured the shoulders and underarms for you also--shoulders are 14.5" across and underarms are 17.5". I just tried it on again as well. On me it fits fine in the shoulders and I don't consider it baggy, although I always belt dresses. When I purchased this I was a 2-4, and now am more of a 4-6. Hopefully this gives you a better idea of the fit!
