It does have elastic on the shoulder straps to make it more comfortable and you can wear it either on the shoulder or slightly off the shoulder. It has a two-tiered skirt portion with the base of the dress, being a off-white cream color with tan and brown daisy flowers all over. It does have a Swiss dot texture as well.
