High neck blue suede dress

I’m not sure if this is a girls dress or a women’s dress. The neck is high if you’re an adult. There isn’t a size on the inside so I’m guessing a women’s xs-s, it’s lose down at the bottom. Tighter up top. In girls it would prob be and xl or size 12.
