Waist measures 13 inches lying flat but can stretch to at least 16 inches. Comes from smoke free home. No damage. Material is airy, breathable cotton type fabric. Can be dressed down and worn as athleisure but also dressed up with cute top and heels. Very cute and trendy shorts but a little too big for me unfortunately.
