Waist is stretchy, can fit from size 12-16 depending on your waist size. Unstretched- 24" Stretched- 34-35". Very elegant and flowy. Pic 2 is front of skirt, Pic 3 is back of skirt. Two small marks on the waistband as shown in photo 4. Nothing noticeable unless you are looking closely.

plusmodelcloset @mamitch21 the designer's name is Gaynelle White, she is an Indie designer in LA. Yes the marks will come out if sent to the dry cleaner. I can try and send it to the dry cleaners this week. I just got back from New York and am very sick so I haven't been very active on here the last week or two.
