Hotel Lotte souvenir spoon gold tone Victorian flower inlay collectable

Hotel Lotte gold tone souvenir spoon. Top half has sort of that Victorian flower inlay. No indicator as to the type of metal. Spoon was found in BSF Baeksan industrial co ltd bag. I dont know if this is its original bag or not, but leaving it as I found it. Never used but has been in storage and might show signs of normal wear due to age. Please see pictures.
