The Howard Clock Corporation was an obscure company from Chicago, Illinois that specialized in mantel clocks; they went out of business in 1945. The company is unrelated to the Howard Miller family of clock and watch makers from Boston, Massachusetts.
The clock is probably from the early 1930s.
The mechanical swing pendulum apparatus was the Howard Clock Corporations' claim to fame. I've seen a few of this exact clock on the internet, but they were in extremely rough condition or sold for parts.
The pendulum on this clock occasionally works. I personally displayed the clock on a shelf as so many enjoyed looking at it. I never had the clock repaired, which will be needed if you want it to be used as a working clock, not just home decor.
This clock was originally owned by the Steele family, a wealthy couple that lived in St. Johns, Michigan. The couple had a beautiful home and decorated it with unique items.
There's a patent number on the back of the clock, US 2194508.
