I.N.C. Button down flared cuff mid length top

This is a very unique item that I got from Macy's, I.N.C. it's a button down, but the buttons are in a four square on the front. the inside of this top has a silky second lining...which almost makes this like a cardigan or something you could wear a camisole or other top underneath of it. it has a deep V neck, with a collar, and where it ends mid length, at the elbows, it flares out dramatically, with a little strap going around the beginning of the flare. This is more of a formal top, and the back of it is completely plain with no kind of design at all, although it does have a little bit of loose fabric on the upper back part...similar to a cape. lastly, it has two belt loops on the front, because I believe this used to have a black sash/belt, but I misplaced it.
