During most of its 91-year history, Halle's focused on higher-end merchandise which it combined with personal service. Closed in 1982. My research lead to Jean Brochier establishing the silk house J. Brochier in 1890. This company reportedly made scarves for Halle Bros. This makes sense for the B logo.
