The waistband can be folded over or pulled up. It is in the same semi-sheer material as the outer skirt. Hem hits me just above the knees. Good used condition. Waist across is about 13 inches and will easily stretch to 20+. Hips across about 26+ with stretch. From top of waistband to bottom of skirt is about 25 inches.
