Are these flared? Also, would you say they are loose enough to wear over wool tights?

Sorry for the slow response - I wouldn't call them flared. The material is stretchy, but the leg shape is probably straight/loose. I was more of a size S when I wore these, so they were pretty fitted through the hips and thighs on me. But maybe on a true XS body they'd even be a little roomy in the thighs? Yes, you could wear wool tights under them because they have good stretch.
