Ichi corduroy balloon skirt - NWT, OS

This is a super cool ICHI skirt with a bubble detail at the hem, in black thin-wale corduroy. 100% cotton corduroy, with 100% cotton lining on the inside. No stretch in fabric. Has pockets and elastic waist with inner drawstring. Condition: Brand new with tags. I bought new but it doesn't fit me! GARMENT MEASUREMENTS: Waist is 14” flat, stretches to 19” maximum. Hips: 30” flat. Sweep: 45” flat. Length: 32”
