vassalloma @drfoley33 I'm so sorry for the delay! Laid flat the hip measurement is 21" . The waist is elastic but the fabric of the dress has no give. My hips measure 36" and the dress is quite big on me, to the point of being unflattering so it might work for you. Hope that helps!
