Impulsive Women's Red Blouse

This fringe shirt from Impulsive is pretty cool! It’s from the early/mid 2000s. It’s bright red and has a bunch of ruffles and fringe/tassels on the front and the arm openings. The sleeves have slits on them (the shoulders have a layer of fabric underneath the slit, the rest of the arm doesn’t). It has a high neckline and is slightly cropped.
