Is this silk? What are the dimensions of the waist on the skirt?

@jenisehuffman hi! yes it's raw silk, and the skirt waist has elastic so it's adjustable. it comfortably stretches to over 16" across if needed. I've worn it at about 11" across, too

@kwappel the shoulders measure 12" and fit me, a size 0-2. I'm not sure about 4-6, so measuring might be good!
