@robinsnestfarms It is adjustable. It has ties inside that you can loosen or tighten. I usually wear a small in hats. Or a medium with spacers put in them. And I will post a picture with me in the hat.

I measured it and it is about 21-22 without pulling the strings to tighten. If you tighten it all the way - around 17. If you think it will be too big I can send you spacers. They just fit under the rim. Sorry, if confusing. I hope that helps.
