tmarsh1616 hi, what is the waist measurement laying flat? does it have any stretch?

audragm @tmarsh1616 hi! laying flat it's 17" at the seam just above the peplum/flare at the bottom. And yes, as I described in the listing it has elastic at the waist in the back, so I gave that a little tug and it stretched the waist to 19" - let me know if you want closer detail pics. :)
