@jsegars Hi! I am so sorry this comes so late! The pit-to-put measurement lying flat is 16.5 and the waist lying flat is 14. There is no elastic at the waist. This dress zips on the side. It’s in like- new condition as I recieved it from the seller; I was unable to wear it, as I am petite. Thanks for your patience. Let me know if you have any other questions!
