@rambobo1216 I am so sorry for the delay in getting back to you. When you say a size 9 I think of that being a junior size. This dress is a Misses/Women's size 8. I am 5'5 tall and a true size 8 and the dress is a perfect fit for me. I tried it on with 31/2 inch heels and it was barely off the floor. If that is an issue you could have the dress hemmed. Back to the flare- the front of the dress has no flare and the back has a slight flare starting right below the buttocks. Hope that helps.Thanks
