John Galt Plaid Skirt

Adorable skirt bought from Pacsun that has never been worn! Tags have been removed but the waist on the skirt has zero stretch. This brand is one size fits all and I can zip it all the way up on me but it is not comfortable to wear in that case. The fabric is stretchy everywhere else but the stitching at the waist has no give so it would fit better on someone with a slightly smaller waist. I have a 28” waist for reference.
