shuterbug @dee50dawson It is a slightly gathered skirt which opens up to 28 inches and the length from the bottom of the waistband is 26 inches

shuterbug @tx1977 No it does not tie at all. It is stitched and gathered on the sides. Check out the enclosed picture. It also has a side zipper. Hope this helps
