Judith March tassel skirt

Reposhing this item I purchased from @betsymatthew. Loved it, just a little too big in the hip area for me. Why did it not fit me? I teeter between both XS and Small. For reference, I have a more hourglass cut and lean towards XS and slimmer cut smalls when it comes to things that hit higher. I am also shorter with very short legs. If you're taller this might not hit in the same fashion as me. If you find your shape similar to mine it might not fit the best. Thanks!
