Jumper Dress or Use Alone or With Leggings

Long sleeved tie dress/jumper with tie at end of sleeves. Elastic gathering at the top. Material tag says "viscose" but to me it's regular "material." Still has the clear straps under the shoulders to put on a hanger to keep the dress from falling off the hanger. Length from top of shoulder to bottom hem is 38" and about 18" wide at the waist.
