jinnrider what size would you say this skirt fits up to? your measurements say 15-22", is that the circumference or just laying flat?

gwendalynng @jinnrider The measurements were taken lying flat. The larger measurement was taken when the elastic waistband was stretched to its maximum. Typically you can double the measurement to find your waist size. I hope this explanation helps. Thank you.
