Kimchi blue strapless dress from UO

Just got this beautiful strapless dress but it is slightly too small for me! I am usually a 2/4 but this runs a little small and would fit someone who is a 0 or a true 2. It is a gorgeous dress that can be dressed up and down and does not require a bra because it is lines and has the grippy lining up top so it won't fall down.
