Not sure if there is enough fabric for an inch. I'll take a look after work and message you. The dress is in perfect condition but one size too large for me. I repurchased the dress in a size 10. Love it! Had so many compliments. My waist measures 33 inches and I wear a size 10. I am 5'7" Hopefully that information may help you with sizing.
